Successful Implementation of SMILE Taytay's e-BOSS

The Anti-Red Tape Authority (ARTA) formally commended the Municipal Government of Taytay, Province of Rizal for its successful implementation of a fully compliant electronic Business One-Stop Shop (eBOSS) during a recognition ceremony held on 28 August 2025 at SMILE Taytay Hall, Taytay Municipal Hall.
Attended by ARTA Secretary Ernesto V. Perez, ARTA Undersecretary for Operations Gerald G. Divina Gracia, Taytay Vice Mayor Jan Victor Cabitac, Members of the 13th Sangguniang Bayan, Liga ng mga Barangay (LnB) President Roseller Valera, and ARTA Southern Luzon Regional Field Office Chief Dr. Karl Joseph Sanmocte.
Taytay’s e-BOSS commendation was confirmed through a two-part validation process. On June 10, 2025, ARTA Southern Luzon conducted an onsite inspection of the Taytay LGU and verified the presence of a fully functional e-BOSS. This was followed by an online validation session on June 25, 2025 with representatives from the LEXSYS Technologies, Incorporated, Taytay LGU's system service provider, together with the LGU’s Business Permits and Licensing Office (BPLO) and Management Information Systems Services (MISS) Office.

Through this recognition, ARTA underscored Taytay’s vital role in advancing ease of doing business in the country. The successful adoption of e-BOSS not only minimizes bureaucratic red tape but also cultivates a more business-friendly environment within the municipality.
The validation confirmed that Taytay’s e-BOSS complies with all prescribed standards, with 305 clients successfully completing end-to-end transactions through the platform. The system has been recognized for meeting the gold standard of e-BOSS functionalities as outlined in the Joint Memorandum Circular No. 01, Series of 2021 issued by ARTA, the Department of Trade and Industry (DTI), the Department of the Interior and Local Government (DILG), and the Department of Information and Communications Technology (DICT). This standard ensures streamlined, transparent, and efficient processing of business permits.
The commendation forms part of ARTA’s mandate under Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, which directs all government agencies and local government units to streamline processes and enhance the delivery of public services nationwide.
