Base on an article by the Philippine News Agency, the Republic Act 11469 or "Bayanihan to Heal as One Act" which granted by President Rodrigo Duterte, has already planned out by the Department of Social Welfare and Development, along with the Labor and Employment, Agriculture, Trade and Industry, Budget Management, Health, and the Interior and Local Government departments. Some 18 million low-income families will get PHP 5,000 to PHP 8,000 emergency cash aid, depending on the minimum wage in their area.

According to Irene Dumlao, spokesperson for Department of Social Welfare and Development, they started with the profiling using the social amelioration card, and LGUs are set to submit the list of beneficiaries.

"This Social Amelioration Cards will be distributed to identified families in need, in coordination with LGUs." Dumalao said.

Cards will be given by the LGU to its residents on a “house-to-house” basis. Forms should be submitted to the LGU which will be returned while the other copy shall be kept at home for reference and monitoring of authorities.

On Philstar's article published April 2, 2020, the Deparment of Budget and Management(DBM) states that the funds for SA will be available to agencies within one to three days following submission of complete documents.

Secretary Wendel Avisado of Budget and Management, stated on a text message that once they receive the request, within 24 - 72 hours at the latest, we can credit the funds, for as long as complete documents and requirements.

Social Amelioration Program will aid 18 million families in our community who are affected of the month-long Luzon community quarantine due to COVID-19 outbreak to stop the spread of the virus.
